BY-LAWS
Of the
University of Maine Student Government, Inc. Student Entertainment Committee
ARTICLE I
Name
The name of this body is the Student Entertainment Committee, herein after referred to as “SEC.”
ARTICLE II
Purpose
The Student Entertainment Committee (SEC), in concordance with the University of Maine Student Government, Inc. Constitution Part V, Section 5, “shall be responsible for organizing and approving all programming events of the DSE, including those planned by the Special Entertainment Committees.”
ARTICLE III
Members
The Student Entertainment Committee shall be comprised of the chairs of the Special Entertainment Committees, employees of the Division of Student Entertainment and any members of the General Student Body appointed by the VPSE and approved by the SEC. Members of Cabinet shall have the option of voting membership if they so desire.
ARTICLE IV
Officers
Section 1-Chair
The Chair shall be the Vice President for Student Entertainment.
The Chair shall preside over all meetings of SEC.
The Chair shall keep attendance of each meeting.
The Chair shall report to the General Student Senate and the Cabinet of any changes or decisions made by the SEC.
The Chair shall perform other duties as directed by the President of Student Government, Inc.
ARTICLE V
Meetings
Section 1-Attendance
A. Members selected by the VPSE must attend all meetings of the SEC. The VPSE has sole ejection power over the selected members of the SEC.
Section 2-Decorum
A. The Chair sets the format for SEC meetings.
B. All individuals present at a meeting of SEC (both members and others) shall show a reasonable level of respect and decorum during debate and discussion, as outlined in Robert's Rules of Order, Newly Revised .
Section 3-Check and Balance
All decisions of the Student Entertainment Committee may be overturned by the General Student Senate within three (3) business days of the decision of the SEC. No action to finalize the decision of the SEC may be made until those three (3) business days have elapsed.
ARTICLE VI
Parliamentary Authority
Robert's Rules of Order, Newly Revised shall govern the SEC where they would not be in conflict with these Standing Rules and the Constitution of the University of Maine Student Government, Inc.
ARTICLE VIII
Ratification and Amendment
Section 1-Ratification
A. These By-laws are to be ratified by a 3/5 vote of the full membership of the SEC.
B. After ratification by the SEC, they are to be approved by a 2/3 vote of the General Student Senate.
Section 2-Amendment
A. In order to amend these By-laws, SEC must be notified at least one week prior to the deliberation and approval on the amendment. Approval of amendments require a 3/5 vote of the full voting membership in favor.
B. Amending these By-laws requires a 2/3 vote of the full membership of the SEC.
ARTICLE IX
Supremacy
These By-laws are subject to any and all rulings of the General Student Senate, and the Constitution of the University of Maine Student Government. Any part of these Standing Rules which are in contravention with any of the aforementioned bodies or documents, is null and void.
