Joseph W. Westphal

Dr. Joseph Westphal is University of Maine System Professor.  From 2002 to 2006, Professor Westphal was the Chancellor of the University of Maine System.

Professor Westphal received his Bachelor's degree from Adelphi University and his Ph.D. in political science from the University of Missouri-Columbia.  He spent 12 years on the faculty of Oklahoma State University. He also taught as an Adjunct Professor at Georgetown University.

From 1988 to 1995, Westphal was the Executive Director of the Sunbelt Caucus, a bipartisan, bicameral coalition of Members of Congress.  He also served in the Senate as Special Assistant to Senator Thad Cochran of Mississippi.

Westphal was later Assistant Secretary of the Army and head of the U.S. Army Corps of Engineers and then Acting Secretary of the Army. During his career, Dr. Westphal served as Special Assistant, Office of the Secretary of the Interior and Senior Policy Advisor on Water at the Environmental Protection Agency.

Westphal's areas of teaching and research are American Politics, Congress, and public policy, particularly environmental, national security, homeland security and education policy.  Professor Westphal is currently on leave from the University of Maine and in residence at The New School in Manhattan.
